The law, plainly

What CVC 26708 actually says

California Vehicle Code 26708 generally prohibits materials that obstruct a driver's view. It includes a medical exception: with a signed letter from a licensed physician or surgeon, you can legally install tinted safety film on your front side windows to protect against UV light.

At a traffic stop, you hand the officer your signed letter. It names the driver, the vehicle, and the medical necessity. There is no separate DMV form to file — the letter itself is what the statute requires.

You should carry the letter in the vehicle at all times. It stays valid for the period the physician indicates.
